It’s All Funny Papers

The title of this piece comes from a repeated phrase made by an old boss who had cut his teeth in and worked his life in the intelligence community.  We both worked in the J-7 at JFCOM.  He was a retired Army 0-6.  At the time, I did not understand the truth of what he often said.
